Obviously you might need to go with a bigger profile or flashier colors in stained water but for normal conditions I think they'd catch fish anywhere. I don't see any reason that they wouldn't work though, after all steelhead are just big migratory rainbows. Most of these flies are tied on a size #2 or #1 hook so they're not that big.
